New York Endoscopy was founded in 2006 by Jack Rosemarin, M.D., Alfred Roston, M.D., and Charles Noyer, M.D. with the vision of creating a single specialty endoscopy suite that treats every patient with dignity and first-rate state-of-the-art care. The nurses and office staff at New York Endoscopy are highly-trained and exceptionally friendly. We understand that for many, having a procedure can be a stressful experience. Our comfortable surroundings and compassionate medical professionals will ease your fears.

 New York Endoscopy will be the only single specialty endoscopy center in Westchester County. We specialize in providing care for children, adults, and seniors. New York Endoscopy understands the need for consistent care. We treat each patient like family. Our compassionate, professional staff is dedicated to providing the highest level of care possible. Because we are physician owned, we are patient driven. This means that we can focus more on providing excellent care, and less on the bottom line. Charles Noyer MD

Medical Director

Charles Noyer M.D., F.A.C.P. was previously Director of Endoscopy at Albert Einstein and Montefiore Hospitals. He has published numerous articles on the subjects of gastroenterology and Endoscopy. 

Dr. Noyer is an expert in all gastroenterology disorders but is one of the few doctors in the region doing endoscopic ultrasound, for which he sees patients of other gastroenterologists. 

His education and training has been at top universities, including Georgetown, Downstate, Mount Sinai Medical Center and Albert Einstein and Jacobi Hospitals.



Richard Rosemarin


Richard is responsible for the Center’s external operations such as facility management, financial management, maintaining the Electronic Medical Records system and other technological functions for the center.

He is currently a member of both the American Gastroenterology Association and Medical Group Management Association. He obtained his Bachelors of Arts in Strategic Global Management as well as Information Technology Management at Babson College in Massachusetts.




Dr. Arya, MD, is responsible for overall operations of the New York Endoscopy Center. He has both, an MD degree and an MBA (Health Care Management) He is an accomplished administrator and his forte is operational and financial benchmarking and management, process redesign and improvement, quality management, and compliance.

Before this position Dr. Arya was Director of Operations for a multi-speciality group and also and also managed a cancer center

Dr. Arya is currently a member of Government Affairs Committee of MGMA, American College of Medical Practice Executives (ACMPE), American Academy of Professional Coders (AAPC); Board of Directors Member for American Institute of Healthcare Compliance (AIHC), and Gastroenterology Administration Assembly (GAA).
